2004: Department of Public Utilities Control (DPUC) approved a free equipment loan distribution of Captioned telephones to the deaf and hard of hearing CT residents by reducing TTY to one-half of total TTY machines. There is a limitation on the distribution on monthly basis by distributing ten equipments per month per CT resident's application. In addition, Sprint allows ten Dlink devices for videophones per month upon the CT resident's application. 2000: Sprint, Relay Service subcontractor with the Department of Public Utilities Control (DPUC) got the legislative mandate to enforce the wireless companies to pay for the relay service for the deaf. Marilyn O'Leary, a first chair, CT/NAD IAP kicked off the first interpreting evaluation in January 2000.
